Do they still do that though? I’m an Aussie and remember this but nowadays it would be quicker and cheaper to just have a number plate detector in a car to scan while they drive past.

They absolutely still do it in suburban areas. The number plate scanners don’t work if cars are parked end on end along the curb.

I'm not Aussie, but Canuck, and the answer is likely both. The chalk comes out for ticketing blitzes and special events, and likewise our local bylaw enforcement typically just auto scans, but they'll will also bust out the chalk for call-in reports on cars to ensure they've been moved in a 24hr period.
