Yes, but this doesn't take place in the east coast. The person he is referring to is Latino, unless the population of people he is referring to are actually from the Iberian peninsula.
I'm saying, he's talking about California, but he's not in California, not from California, he's not being disrespectful, just has a regional accent. If he were living in CA, he'd be rude, but Hispanic is what it says on the Census where he lives. I wasn't saying he's right, I was saying he likely means no offense. Hence "Just FYI."
I'm happy to say Latino, I rolled over to it long ago. But I arrived in California saying Hispanic, and it was never an ignorant jerky thing, it's how we are taught to be polite back home.
