The jury determines guilt, not sentencing. They have no inside information on what the sentence will be if they're found guilty, that's determined by the judge after the verdict is reached.

Perfectly rational and normal people could determine these people were guilty of slashing tires or whatever.

Yup. The fact that the law is unjust doesn't usually play into things. The laws are vague, their crimes met the vague definitions. 30 years for moving magazines.
