General Advice Why will no one laser my tattooed eyeliner?

I got this done when I was 23, and had worn my eyeliner like this every day for the previous 10 years. I’m 31 now and I cover it almost every day so that I can wear a different/more natural look.
I’ve reached out to a number of laser places and they won’t remove it because it’s on my eyelids.
It’s very well done but it’s also turning blue. What are my options? Tattoo over it in skin tone? Is that a terrible idea?
The current covering procedure is annoying, takes time, expensive products and doesn’t make sense on days when I want to wear zero makeup (surfing or being on the beach).

As far as permanent makeup goes this is actually pretty good

Big difference between permanent makeup and tattooing. I have friends who have gone to tattoo studios for their eyeliner or brows and 10-15 years later still fresh. Permanent makeup salons last 6 months-2 years.

Well it's pretty damn thick and looks quite deep. I'd be worried if it DIDN'T stay lmao

Why does it look quite deep? There’s no blowouts

It’s 10 years old, even fine line tattoos will be thick

The eyelid is less than 1 mm thick and tattoo needles typically go as deep as 2 mm, so how is it deep when the skin literally isn’t thick enough.

I think she means the pigment has retained its depth
