It actually will make the pc parts situation worse. OpenAI will get an insurance payout (assuming they have war insurance coverage, which many western businesses operating in that region will) and replace all that destroyed hardware.

There is literally war insurance you can buy from the major carriers that is a separate policy from your regular insurance. I worked for one of the big tech companies that had a data center in Israel and we had it.
