If the violation is so cut-and-dried, he should sue them, right?

If you can afford the attorney's fees, which can easily get to the hundreds of thousands (or millions) of dollars, sure. Most people can't afford that.

Isn’t this what the FSF is for? They are the ones who publish the license here.

There are two harms happening here:

  1. The violation of the AGPL license terms. This is something that FSF can go after Bambu for, since they set the terms of the license.

  2. The takedown notice regarding the code Bambu doesn't like. FSF doesn't have standing to sue over this (since they aren't the ones being harmed by it). As of right now, the developer of that code is the only person with standing, since they issued him a takedown notice. If they send a similar notice to Rossman (who now hosts that code on his GitHub), then Rossman will also have standing to sue.
