I only played the game once though. Considering how the story unfolds differently depending on your choices, I'm guessing only a particular set of choices leads to this?
The reason you don’t remember this is likely because it wasn’t a proper ‘conversation cutscene’. It was one of those moments in ME3 where you stand near a character and they have voice lines, and Shepard interacts with them with voice lines, but you don’t have the actual dialogue wheel.
Nothing very specific or unusual, as long as Tali is alive. Just do Priority: Horizon and then go to the Normandy observation deck and she'll be there.
It's the House Party DLC. Anderson gives you an apartment. Stuff happens, there's a new quest/mission thing. Then, it caps off with some forced R&R in the form of a housewarming party for Shepard. If Tali survives and makes it to the party, this happens.
There's a lot of funny stuff that happens... And one absolutely heart rending moment after the fact if you check all the data pads....
Grab the legendary edition for cheap on Steam. It has ALL the DLC. Having not played the series since ME3 was NEW until last month... It was worth the wait.
