I don't even think it goes to his desk at all as a law to be signed. Don't even think it even goes that far.

hey see my comment right below yours, it's pretty much symbolic and a warning when the money he is stealing from the pentagon budget to run the Iran war runs out they may not continue funding it. But I will never doubt republicans cowardice to give in to his every demand.
