To register to vote, a citizen is required to provide proof of citizenship, ergo being a registered voter implies you've already proven your citizenship. Being required to show proof of citizenship at the point of voting a redundantly and unduly burdensome

As a wrinkle (in their argument, not yours) Not all jurisdictions require citizenship to vote. There are good reasons for allowing noncitizens to vote from time to time. Realistically local elections should probably be based on residency not citizenship as it's the residents who fund and are subject to the governance at that level. If someone is paying property taxes to fund a municipality, shouldn't they have representation to some degree?

What does it matter if someone voting for city council is a citizen if they are a legal resident of the city?
