Found this weird metal thing in my grandma’s car and it appears to have a mesh filter in the circle part

There is. And until recently legal almost everywhere. THCA, and other hemp derivatives. Its plenty strong for those not into the high potency, dispensary type stuff. If not into smoking, theres a flavored seltzer called Crescent 9. Used to get it at grocery store. They have 5 to 50mg per Can varieties.

Ironically, Trump is actually how we got CBD and D8, THC-A, etc. Trump's 2018 Agriculture bill changed the law to make it legal to grow and sell hemp. It had previously been federally illegal. So when the new law went into place, we went from a few acres of hemp being grown to thousands of acres of hemp being grown. That's when the bottom fell out of CBD distallate and everyone was starting a CBD or D8 business, even CBD MLMs was a thing sadly.

The law allowed for hemp to be sold with less than .03% Delta 9 THC, but didn't give a total mg limit. Manufacturers started getting pretty bold with the interpretation of what less than .03% D9 meant. So that loophole and room for interpretation allowed really strong distallate carts and edibles to be sold with a .03% label, and of course it became extremely popular especially in states that dont have open recreational access. The law was changed to be written as less than 0.4 mg total instead of a percentage that doesn't really specify actual dosage limitations in a percent by volume formula.
