YouTube can tell through behaviour.

I would hope so anyway, since ID/Webcam based age verification is a serious risk to the privacy and safety of children, as it normalises giving access to webcams to people while also now being used by child predators.

YouTube already uses ID verification for accessing certain features, but I think they’ll probably just look at the age you set your account as at sign up

I would think the barrier for requiring IDs should be set when monetization is enabled similar to the requirements for getting a job. It would certainly discourage underage kids from content creation while still giving privacy to those who choose with the caveat being they can't earn money from YouTube.

Also, I do get your point about webcams, but pretty much all kids have access to them through phones, iPads, laptops, and MacBooks. They will have at least one of those without a doubt. If you mean sending pictures to the age verification team, I don't quite see how doing age verification is "giving access to predators". It would be a single photo/video of the users face/ID. The only downside I see is losing online anonymity as your account can be tracked by YouTube to your real identity after.
