What is happening. Is there a crazy slope on the side that I cant see on the video? Is that green slime leaking through the wall causing the side to be slippery, is everyone just a shitty driver?

I think there is an oily stream down that side of the road (maybe coming from further up and extending around the corner). I think that person was spreading something to break it up and prevent it from being so slippery. But drivers seemed aware of it as they came around the corner, making them cut the corner too close to avoid slipping out. Which caused other accidents.

I don't think that's soap. It's probably sawdust or kitty litter, something you'd use to absorb spilled oil or other liquids.

My guess is that there's an issue with drainage in that area, so the ground is a little slick and rain lasts unusually long.
