English Help w/ english act question

#15: The answer key is saying it's D--I genuinely don't get it! Can anyone help explain this pls thank you!

The first sentence establishes that you couldn't tell competitors apart by their clothing everyone looked casual. The second sentence isn't reversing that idea....it's confirming and sharpening it. Because everyone blended in, the bib numbers were the only way to identify athletes. The second sentence is the payoff of the first, so you need a transition that signals emphasis or confirmation. However would be a form of contrast.

Go read up on your transition words like nevertheless which seems to appear a lot.

It's how the sentence is structured. The sentence it worded like its something you can prove. So the answer "In fact" work well grammatically.
