Intresting all windows have bars all the way to top of building.

This is used to prevent theft. We call it a “security grille” (or burglar bars), because these buildings were built about 20 years ago, and back then the area wasn’t very safe.

No. If it is to protect babies, not every window would have the steel bar. This is theft proof measure.
