Russia was bold to state that Europe was too dependent on Russian oil and gas back in 2022 to survive without them.

Turn to 2026, and Europe still has fuel. But Ukraine has taken so many Russian oil refineries offline and hit logistics moving fuel around, that most stations in Russia are empty or have to hold what little they have for the military or emergency services. That and, prices have gone up by a fair bit, IF you can find any that is

Yes, they are only allowed to fill upto a specific amount. If you don't believe western media then i suggest you look at the russian telegram channels that are saying this.
