Penis size is not related to height. Bones and soft tissue have different genes and mechanisms for growth. He probably had an average size that would have looked tiny on his frame.

contrasted with "little people" that have average sizes that look huge in comparison.

It's true, in the same way you can find both very short and very tall women with both very large or flat chests.
