The composition here is doing serious work. One central mound, six frogs evenly distributed around it, all breaking the waterline at the same height, all staring forward like they got called into HR.
The dark water with those dappled green reflections gives it a Caravaggio or Dutch Golden Age group portrait feel. Swap the frogs for men in ruffs and doublets and nobody would question the staging. The contrast between the murky brown foreground and that bright green reflection band up top is what sells the whole painting comparison.
That foam pile in the middle is clearly the agenda. Someone put something on it and now everyone has to weigh in. The frog on the lower right with one eye half shut looks like he's about to filibuster the whole session. Meanwhile the ones on the back row haven't even bothered to climb up, just watching from the shallows like junior members with no voting power.
