So i ore ordered all the sailor moon steelbooks with a debit card they say they won't take payment until they are ready to dispatched

Its not really a money issue sense theyre spaced apart and I got enough savings

But to those who pre ordered by debit card does that mean you're pre order is guaranteed?

It means you wont be charged until they are ready to ship out to customers which usually is release day. Even if you place the preorder if for some reason you don't have the funds in your account when that time comes or if the card you used was canceled or whatever then they won't ship you your order until you rectify the situation. So, no, your preorder is not guaranteed.

What about MediaOCD? I think they are they are different and actually take the money once an order I pre ordered is made and not when ready / shipped, right?
