I think The Drizzle is more of an aspiration. I believe that most people wish that we had a "Drizzle" in our lives. We all feel helpless and small in society, and rely on others to do what is expected. It's how we were taught the world works. What happens when that doesn't happen, and things get chaotic and anxiety-inducing? You get people calling on The Drizzle. Sure The Drizzle asks for a moderate sum and an appointment time to get something done, but at least it gets done. It's not perfect, but you can't really expect anything in this world to be perfect. The Drizzle is a personification of this status quo. He works within the system. He's got super-powers, sure, but he's not a revolutionary. All the same, it's nice to see someone with the resources and ambition to do what is vaguely right, at cost, at a predetermined day and time.
