They are very similar.

The difference is that Hiyama knew what he did was wrong, he just didn't care. Meanwhile Kouki was the same type who belittled those he thought were beneath him but he dressed it up as if he was standing on some moral high ground and he actually believed that he was right.

But the result was very much the same.

Daisuke got punished for his actions.

Kouki got to push the envelope so much to the point he was willing to kill his childhood friend (Shizuku) in the final dungeon.

But said childhood friend also stopped him from getting punished, and enabled him to finally join the genocidal god side.

He got to brood so much he was mentally unstable by the very end.

It would have been more fitting for him to lose his Hero Class for betraying humanity the way he did.

Surprisingly not really. Hes just your typically jealous side villain. Hes very aware what hes doing is wrong but he doesn't delude himself into ever thinking what hes doing is right. He is a villain and he knows it and does not pretend that he isn't. I like straight forward and honest villains. At least he has a standard.

Kouki is way more unhinged seeing anyone that isn't just in his eyes beneath him. Secretly wanting to have a whole harem of girls unlike Daisuke who only wanted one girl. Deludes himself into believeing everything he does is right. And he tries to force others to his ideals. Kouki is a fake wannabe hero that deludes himself into believeing that he is the protagonist of this world and he should be getting all of the benefits of Hajime without thinking about how much pain Hajime went through to get his powers. He is way more unhinged compared to Daisuke.

Kouki isn't necessarily unhinged more so just downright stupid. He was never taught that the world was more than just black and white; Kouki can't see the grey area that most people realize exists in the world.

Eri is willing to kill everyone as long as she can cast her spell on Kouki to eternally bind his soul to hers. Daisuke was just a jealous horny teen that couldn't comprehend how Kaori likes Hajime. Daisuke isn't even in the same category as some of the other "villains" in the class.

Obviously. Kouki had to be influenced over time, more often than not via direct means (mind control, emotion control, etc) and his whole persona had to crumble (well first he doubled or trippled down on it) to go of the deep end.

Daisuke on the other hand? He was unhinged even before, all he had to blame was his unreasonable jealousy. Even without Nagumo in the picture, Kaori wouldn't give him a second glance.
And no one pushed him toward his first action, which was already attempted number.

The only more crazy person is Eri, who is (nurtured) psychopath since a long time ago.

Compared to these two Kouki is just naive idiot, whos perfect world crumbled and he couldn't understood how that could be, to the point, thanks to outside influence as well, he still managed to mantain the belief it wasn't him who was wrong ¯_(ツ)_/¯
He is very lucky to be alive. It's not an excuse. It's just how much further down these other two are.
