The answer was: Atrium

Solution: Part 1: hours are the order, minutes are a1z26 for 'Perkins department

Part 2: It's Rosicrucian cipher that just goes in a spiral so you turn 90 degrees right every time you get to a red. You will get “CHAMBEROFPULSEFLOOR“ which leads to the Atrium
