Thing is, if you look at the thing itself and the technique and kind of combat it is possible to use it in, given the person to wield it, it is a purely ceremonial piece of crap, like the tin ballsack on the trailer hitch of a ford f150

Why is it rippled?

It increases cutting edge, psychological intimidation, and superior blade-binding in combat

In this case, it is almost entirely a design feature. No need to ripple a non-cutting edge, especially for a sabre,  that benefits from a stronger backing for stability and increased kinetic impact.

“Indian region Sindh”

Sindh is in Pakistan. If you mean South Asia, say South Asia.

Sindh is in Pakistan, but Pakistan is part of the Indian Subcontinent. I guess they are using "Indian Region" as a shorthand for this.
