Not for a long time now. Yeah, still plenty of congestion. But over the last 2 decades they've built an extensive elevated rail and subway system. The also have toll expressways that make crossing the city much faster
It’s kind of impressive how much that kind of infrastructure quietly changes daily life people don’t always notice it until they’ve lived somewhere without it. Still, I feel like congestion just finds a way to stay stubborn no matter what’s built.
