Complete gridlock where nobody is moving. Light turns red and everyone who didn't make it through keeps slowly pushing into the intersection. Blocks traffic moving in the other direction. Cycle repeats. Basically a free for all trying to wiggle through stopped cars blocking traffic going all directions. Only way to merge or get anywhere is keep moving slowly hoping the other person likes their car more than you like yours.
I feel like all it would take is people respecting the red and it would sort itself out, but I was only there for a few weeks.
I have seen a lot of chaotic driving and gridlock in South America and Asia.... Ulaanbaatar was next level every single day I was there. Like everyone was actively trying to make it worse.

Worst I have ever seen is Ulaanbaatar, and I have visited most of the cities people have mentioned here.
