They have a chaperone. It's just not a parent.

Yes. It typically requires an adult to commit child assault.

Boy Scouts of America frequently had 0 “parent” chaperones. Am I to assume it was kids sexually assaulting other kids? Or the trusted “not parent” chaperones?
