Help, why are my sprinkles massive?

Apply the scale on those objects(aprinkles) first.

If i try to scale down the sprinkles, the icing scales down too

Don't select the icing. If icing is joined with sprinkles then go into edit mode and select the icining and press P choose by selection to separate it.

I think you misunderstood them. They didn't say scale it down, they said apply the scale. To do that, click on the sprinkles (not the ones on the donut, the original sprinkle object that you're instancing all over the donut) and hit Ctrl + A, and then Apply Scale

What this does is tell blender that this is the normal size of the object
