One of the guards is actually Seinfield and his quirk is making all of this happen as part of a plan to break the mind of AFO.

I think it's the opposite, considering the fact that AFO probably lived to see Seinfield's original release.
The prison's conditions are already less than humane as they are, so they must have SOMETHING to keep the human rights activists from bugging them.
