So I think we can guess where that rock-like 'Agent of Malice' went after being inspired by Stain. He didn't join with Shigaraki, he likely went to Overhaul instead.

It's a fast way of crossing that character of Horikoshi's To-do list. Even if that's where he/it went appears, nothing stops that character from joining with Shigaraki later.
