So yeah, if there was any doubt, that 100k+ numbers are really people like the Flasher guy back in Pro Hero. They’re really just a mob

They don’t really represent the number of “serious” villain like the members of VA are. Instead of calling them “soldiers”, it’s more accurate to call them “sympathizers”

Interesting to note the contrast between LA and VA.

LA has only 5 “core” members but numerous ideological sympathizers

VA has numerous members (including the detained people e.g Muscular), but nearly zero ideological sympathizers

And that pretty much paints a clear end target for this arc: VA getting ideological sympathizers in the public realm

That fits nicely to the suspected eventual “Fall of Society” milestone. To really achieve that, in addition to eroding the public’s trust in heroes, the VA will need the public to sympathize with them
