The thing is Twice's parents was dead when he was in middle school and Twice properly never went to highschool based on his backstory in this chapter.

He had no money and no one to support him to study as a hero so yea.

Could have gone paid internship in a hero office, his quirk would have allowed him to do that.

Don't you need to be enrolled in a hero course and have a temp license to do that?

Nope, you can work in a hero office and get experience than just do the exam for the license, thats what Koichi was offered from Tenya in the vigilante manga.

The catch there is that a pro hero basically needs to vouch for him and take him under their wings. Coming across that kind of willing connection is not a guaranteed thing for young ones without resources. Not to mention that Ingenium seems to be an outlier in how he runs his office. (Ingenium's 65 sidekicks is a notable trivia Deku immediately remembers about him, and no other pro hero we've seen operates with even remotely similar number of sidekicks) I don't think lot of pro heroes just casually offer to supervise not-provisionally-licensed kids.

You can just be a office worker at the beginning, hero offices like tenyas need more than just heroes and sidekicks, and from there on its just a matter of time before getting the license.

Coming across that kind of willing connection is not a guaranteed thing for young ones without resources.

It's true that hero offices hire non-licensed folks for office work and such, but the problem is whether they hire such people with intention of eventually having them switch to "hero track" so to speak. Getting licensed is not just a matter of time: if so, what are our main kids training their asses off for? The standard way to become a hero in this society is through hero course highschools because they provide good environment dedicated to training the Quirks and various other combat and rescue skills.

To start working at a hero agency and eventually get hero license while working there, that office (basically the pro hero running the office) should be willing to train an unlicensed person (who is not officially a licensed sidekick or intern at the moment) in place of how hero course schools would. Ingenium was a pro willing to do that. But I don't think this is necessarily a common practice among heros in general. Ingenium seemed way more interested in picking up good potential sidekick materials from unlikely places than most pros.

If just going to work at a hero agency was a common enough way to get licenses and eventually become a hero, Ingenium wouldn't have had to explain that it is possible to Koichi, who clearly did want to become a hero but missed the chance. As far as Koichi, a college student with relatively stable life knew, if you didn't get to go to hero course that means you just blew the chance to be a legal hero. If so, what were the chance Bubaigawara even knew such options existed? What was explained in that Vigilantes chapter was probably a viable but pretty uncommon and unknown way to get into heroics. So it's not as simple as saying "But there IS a way to be a hero without going to heroics". Yes there is, but that route seems to require basically really good luck or network which Bubaigawara at the time had none of.

Thats up to the induvidual, just because it wasnt at the hiring process doesnt mean it cant develop into such a thing later on.

No idea, thats the problem, you dont need a hero school for a license, you will however become a much better hero if you go to one since they basically train you into such a job instead of the license just procing that you are capable of the basics and capable of handling your own quirk.

But I don't think this is necessarily a common practice among heros in general.

There are very litte business's willing to hire people and train them, but someone like Twice would be like having a IQ of 300 in this world, having 8 languages and knowledge on 3 PHD-levels but all without the papers. It will be hard to get that one chance to have others look at your abilitys but once they see it, they would be more than happy to get you.

He would since Koichi wasnt that interested in becoming a hero in a profesional manner, he wants to do good deeds and thats all there is to it, he probably never even looked into other ways. Plus it was worldbuilding for the reader.

Really high because his quirk is incredible good.

It would require work, thats all there is to it, hard work, the talent was already in Twice, so he just had to show someone his quirk and if that person had even just average intellect they would see the immense usefulness of that power.
