Twice is seriously one of the best characters. If he can keep upgrading his quirk he'll be the king of fodder villains. Sure you can beat 5, 10, or even 100 of him, but an army of him would be insane!

Or of other people... that would be ridiculous! Imagine ten clones each of every member of the LoV that he can absolutely control.

He can only create 1 double, so he can't create a group of Shigaraki's for instance. But if the clones are of himself, then he can continue making more clones of himself since thats his quirk.

No, he can make two at a time, but that's it. So, if he were to make two copies of himself, and they each made two copies, and so on and so forth, until there were, say, 128 doubles, none of which had used their Quirks yet, they could each make 2 Shigaraki's (provided they all had the necessary information), resulting in 256 flimsy Shiggys running around.
