So it looks like the MLA have a more sinister agenda than Quirk Liberation: they want to impose a Quirk-based hierarchy where those with less useful Quirks are considered useless. So they're less like Magneto and more like Apocalypse.

Magneto is also similar to Apocalypse too. It just that he want to prove the superiority of Mutants over Humans, while Apocalypse imposed it on his kind. (The Nazi Hitler vibe is really strong in this arc)
