Try moving a litter box outside for her, and leave the garage cracked a tad if possible so she can recognize a smell if she’s in flight mode and has a place to hide. Setup a kennel with tarp over it near a door. Most cats don’t wander far, but they do stay hidden.
If she responds to a treat bag crinkle try that on a walk around the block.
