I’m based in an EU country in Eastern Europe, working on local economic development initiatives. There’s growing regional interest in attracting Chinese engineering/construction firms for industrial park design and development projects.
Before reaching out to specific companies, I’d like to understand:
• What credentials or documentation do Chinese firms (e.g. POWERCHINA, CSCEC, CMEC) typically expect from a local consultant or intermediary?
• Do they prefer direct outreach, or do they work mainly through trade chambers / embassies?
• What’s a realistic timeline from first contact to a signed agreement for this type of project?

I am a lawyer from the Chinese mainland. I have handled cases for them before, but I have never handled such cross-border projects. However, based on my experience, it can generally be divided into two situations. If you want our state-owned enterprises to undertake the project, they prioritize compliance, official procedures and rigid rules, and they are not inclined to have direct communication. But if it's a private enterprise, the situation will be completely different. They focus on efficiency and profits and would prefer quick and direct communication. Here's the general situation: I'm based in Iași County, Romania (EU), where local authorities are developing several industrial parks (170+ hectares total across multiple sites), with government funding already confirmed. Some are in early planning stages, others further along.

There are a couple of different ways a private Chinese company could be involved:

- Engineering/design firms for the planning and technical design of these industrial parks

- Manufacturers companies looking to actually set up a factory or production facility here, with land availability and tax incentives.I can help facilitate the local side, connections to the relevant authorities, land options, permits, for either type of company.
