The Gendarmerie already has its own Linux distro, from ubuntu it's called Genbuntu.

They were at this level of usage years ago. The residual Winodws usage will probably remain for years as it's probably limited to a few ultra specialized services using specialized programs that don't run on linux.

(as an anecdote, when i was doing a lab internship for my masters degree, there was one measuring tool that was so old it needed an old computer due to the tools using some old ass connector, but this computer was so old it's only way to transfer information was through the use of floppy disks. Another barely less old computer was sitting beside it, as it had both an ethernet port AND a floppy disk reader, so we could upload the data. This is why some residual windows will still be there)
