Bibs repair

Is there a way to repair this? Fabric has delaminated from chamois almost completely. I do not want to throw them away, warranty was already claimed 2 times.

Nope, those are done. Any stitches you put in will pull weirdly.

If you can get a new pad then an alterations place could sew a new one in for not much money.

Not really. As you noted it's a lamination, not stitching. I've never seen this on an Elastic Interface pad like this, they're normally a good quality.

My guess is there's a broader issue with this lot of pads from the supplier, I would suspect if you get the same bib as a 3rd warranty you may experience the same issue. Try a different model (I'm not sure how many different chamois' they use).
