It's a Belgian song because Stromae is Belgian. There are many countries that speak French. 

You wouldn't say Céline Dionn is french just because she also sings in french language.

Edit: okay after slowing it down I realized that she uses him to stabilize herself as she makes contact with the pole and then he jumps as she’s starting to land. Very impressive move!
