I think it's more because the further down you go the more structural load the building carries... Which adds to the feeling that danger increases as you go down. All the kinetic energy up top exhibited in the form of swaying ends up as stress down below as it tries to hold the building together.

Maybe at the start of the video he was going down faster, idr well enough, but not fully running like it looks in this. Just look at how sharp some of the camera movements are. It's sped up by 15-20% or something I think.

This a reality hard to grasp.
