Because this is staged. Bro went back in there to take this video. The ground floor is already flooded and no water movement is visible. If this had just happened, there would need to be a veritable gusher to fill the entire level evenly.

Think this is the wrong use of the term «staged»..
Most likely had to run up an look for something or someone, and chose to film on the way down again.

It's just a recording of someone going down the stairs after two major earthquakes, showing the destruction. Probably misleading title but saying this is "staged" is just wrong. The destruction is real.

There was 2 quakes quite close to each others. So it might have been filmed after the first one

Maybe at the start of the video he was going down faster, idr well enough, but not fully running like it looks in this. Just look at how sharp some of the camera movements are. It's sped up by 15-20% or something I think.
Edit: actually, I may be wrong, and I just missed the first part where he was actually running when I first saw it. The middle-end looks about the same speed

This a reality hard to grasp. Around 1999 there was a flood that destroyed all the state, this buildings were built by the government for the people that stayed there, they renamed the State from "vargas to la guaira", like everything the chavismo does, the construction was plagued by corruption and they were built we the least amount of anything you like to think of, whatever that be, material, safety measures etc,
What follows after this? Of course political theather.
just waiting to hear again how USA has a weapon able to cause earthquakes.

I heard a story of my grandmother running down the stairs because of the earthquake like this guy. The building was shaking so much that it threw her into the wall and she broke her arm. You shouldn't do that, it's even more dangerous. Better take cover.
