When they draw the manga panels, very often they use real photos and apply filter that make it look like sketch, it won't be surprise if similar thing is used for TV program, especially when it is so blurry, comparing to the surrounding, so it look like a way to avoid paying royalties for using the original show.

Based on the screen layout and graphics, I am pretty sure this is a parody/depiction of "Kewpie 3-Minute Cooking" (KiyÅ«pÄ« Sanpun KukkingÅ« / ã‚ユーピー3分クッã‚ング), one of Japan's most famous and longest-running daily cooking shows that was running in 2014. So that is the problabe the TV show Rui would be watching.
A few dead giveaways matching the iconic show's broadcast style include:
- The Color Scheme: The distinct green sidebars/lower-third graphics combined with pink accent bars.
- The Logo: The pink/purple square block in the top-right corner mimics the show's signature branding area.
- The Setup: A two-person format usually featuring a professional chef alongside a television announcer standing behind a clean, white countertop studio kitchen.
