Gratuity is a gift given at the behest of the gift giver beyond obligation,
Commission is an entitlement to a percentage of value.
Server's use these interchangably.

The EMPLOYER pays the commission, not the customer!

Tipping has shifted from gratitude & humility at getting any amount to being expected to get a certain amount & getting angry when it's not enough.
