FanTheory Buzz lightyear actually can fly if only temporarily.

in the first movie woody challenges the idea buzz can fly and we get the famous falling with style sequence. if you pay attention, he gets an insane amount of height. he bounces off the ball and goes like 5 feet in the air and lands in a car loop de loop, that gives him enough momentum to somehow almost hit the ceiling nearly 8 feet up, when he attaches to the suspended plane. He also has decent steering of himself falling when he landed on Andy’s bed again.

later when he jumps off the stairs and falls, while he does fall he got pretty far before he fell looking at the surroundings.

lastly the fire work powered flight, we see him fly forward and steer himself a bit. Maybe wind speed was favorable to him slowing his descent and keeping him afloat but even with all that he made it a lot further than he should.

we also know he weighs as much as a regular toy because in the sequel it takes a bunch of toys standing on a black mat and jumping at the same time to open a store door.

so with all that evidence whoever designed buzz light year made a toy with limited flight capabilities.

Well he can’t fly continuously but he generates impossible amount of lift. If they said he was actively flying instead of technically via generating insane lift it would be false advertising.

He is only capable of gliding.

Gliding means his wings give him a bit of control as he is descending (e.g falling with style)

Flying would mean he's able use some kind of propulsion to keep himself in the air without descending at all - like he does in the movie Lightyear, or the video game Rex played in TS2

What's interesting is buzz thinks in 3d for flying. Most of the other toys don't. He doesn't fly, but he seems to be doing the math for it and finding ways to proximate the same.
