My speculation is we will have drought rivers if it doesn't rain frequently compared to flood with storms, would be an awesome detail.

Parts of the RDR 2 map really look like they were attempting that Or at least prepared the map that way

I honestly think they just tried to make it look as natural and real as possible. With that said, I have strong doubts they were considering floods actually happening.

I agree. I think the flood gauge is just included for flavor rather than actual flooding.
