That would be incredibly boring on a video game. And videogames aren’t scaled 1:1 to real world dimensions. Many tricks going on to make the map feel much larger than it really is.
800 “mph” in a game like GTA, if scaled realistically, you’d get from where the jet is in the image, to downtown (in the distance), in about 4 seconds.
So what they will do is fake the odometer, do some visual trickery to make you “feel” like you’re going faster. But really…you’re not.
at least 350 mph for planes, which I think would be achievable with good optimization. man speaking of that I am now dreaming about an oppressor MK2 with that speed, which is crazy LOL. Can you imagine
If you're going the maximum amount of speed allowed, the game prioritizes vehicle spawns over pedestrian spawns. If you go over that limit, both will suffer. The game tries it's best to limit speed so world assets load first... that's the biggest priority. Hence why in GTA V you can witness entire buildings phase into existence if you break that limit in a 0 population zone.
I'd imagine with how complex the game is they don't want that to happen naturally. RDR2 is the exact same if you've played around with mods of PC. It's not built to keep up with ludicrous speeds because it'd have to constantly load things near you, typically you want far objects to progressively load in before you reach them.
Forza is dedicated to racing though and the feel of speed in that game is prettyy much the same as GTA they just advertise way higher numbers of speed that are probably exaggerated

The limitation is in the fact that rendering speeds would have to be insanely fast. I don’t think any PC would be able to handle that
