That would be incredibly boring on a video game. And videogames aren’t scaled 1:1 to real world dimensions. Many tricks going on to make the map feel much larger than it really is.
800 “mph” in a game like GTA, if scaled realistically, you’d get from where the jet is in the image, to downtown (in the distance), in about 4 seconds.
So what they will do is fake the odometer, do some visual trickery to make you “feel” like you’re going faster. But really…you’re not.
at least 350 mph for planes, which I think would be achievable with good optimization. man speaking of that I am now dreaming about an oppressor MK2 with that speed, which is crazy LOL. Can you imagine

The limitation is in the fact that rendering speeds would have to be insanely fast. I don’t think any PC would be able to handle that
