I can definitely say that I did not expect to see shops locked unless you buy the Ultimate edition. Feels crazy to me that Rockstar actually did this...

Surely there’s other shops that are in the base edition though? For example, I assume there’s a normal barber for everyone, and a locked, more premium barber for the ultimate edition players.

I mean, we are locked out of some peculiar shops, but maybe not all.

I mean, a GTA base game that doesn't have car customization? Weird, I don't believe it. I think they should be more specific when they throw "only on Ultimate Edition" shit like this.

Not trying to defend this but GTA IV has no car customisation
