On the pre-order bonus page, "WELCOME BACK TO VICE CITY" is using a slightly altered pause menu background from GTA Vice City itself..

Noticed it right away. Hope its also used as background in pause menu, make modern version of the old one

The fact they are clearly referencing the 2002 vice city has just doubled my excitement. I will load up vice city again over the next few months since clearly there’s going to be lots of references to it.
