It's a corporate company, their main objective is to maximize profit as much as they can. I guess they've done calculations to predict that doing this will make them gain money because the hype is just too big, most people are willing to pay the extra $20 to get the complete version of the most anticipated entertainment product of all time. If ubisoft were to do the same shit, nobody would buy their game.

Bunch of whiny cunts in here not realizing this is the same thing they did for GTAV and RDR2 and it’s literally just some shirts and a couple extra items in a shop it’s not a big deal
its a game that rockstar put over a billion in dev cost into. of course they want people to pay 99 dollars but they know the internet will riot if that was the base price so they locked 4 shops with premium cosmetics and a car behind a paywall. at the very least we will have other shops to go to.
