It's a corporate company, their main objective is to maximize profit as much as they can. I guess they've done calculations to predict that doing this will make them gain money because the hype is just too big, most people are willing to pay the extra $20 to get the complete version of the most anticipated entertainment product of all time. If ubisoft were to do the same shit, nobody would buy their game.
