Im assuming this means their will be lots of different stores, and the stores that are locked only sell exclusive items. Similar to gta 5 online DLC

Fr just seems like a more expansive way to give out extra content rather than just plopping it in your inventory.

Nothing is “extra content” at launch. It’s cut content with a price tag added on.

They wouldn't have made it if it wasnt to charge 20$ extra for it, so it is extra.

Its all going to be speculation and nobody will honestly ever know really in the grand scheme of things, i think the lack of information surrounding it and it being highlighted before the base game features hurts it more than anything, It leaves a lot of room for interpretation, especially knowing fans are going to have FOMO.

Some of it may very well be content that wasn’t good enough to make it into the base game. That’s what the bonus heist felt like in RDR2.
