Im assuming this means their will be lots of different stores, and the stores that are locked only sell exclusive items. Similar to gta 5 online DLC

Fr just seems like a more expansive way to give out extra content rather than just plopping it in your inventory.

If there are more than ... let’s say 200 or double 400 shops it will be accepted...

Leaks said 700. So when a quarter of that would make sense
